Wrong place. Look at Keyboard Shortcuts > Shortcut schemes. There is a
"modifier list" that includes "KDE Default for 4 Modifier Keys." The
fourth "modifier key" is the Win key.

If you select that option and _then_ go to the "Modifier Keys" tab, you will
see the Win key added to the list.
