[ale] packages for compiling in Kubuntu

I keep trying to install a compiler. Right now it's gcc 4.0. But when I try to 
configure something, it complains that cpp doesn't pass a sanity check. 
Alternately, you can install gcc 3.3 and/or gcc 3.4. Has anybody got a 
successful environment on Ubuntu or Kubuntu for compiling and installing new 
programs?
