Curious, wouldn't be talking about Cobb County would you?  If so, then 
the problems with their system is the lack of effort and knowledge in 
supporting their systems.

Thinks like sticking 24 computers from a computer lab on a single 24 
port hub and wondering why no one can log in when all 24 try at the same 
time.

For the size of the network, it works pretty good for the mis-management 
that exists.
