You do not need root privilege to mount.  You can assign that to a user.

You do not need root privilege to play audio.  You can chown the device
and make it readable by the appropriate group.

Those aren't root privileged answers.  You giving that as an answer is a
way for you to cop out without explaining the semantics of security or
permissions to someone.
