Maybe it's not in your path.  Does this file exist?

/opt/gnome/bin/gnome-config

If so, you might try linking it to a more standard directory.  Do the 
following:

ln -s /opt/gnome/bin/gnome-config /usr/bin/gnome-config

See if that doesn't resolve the issue.
