On the contrary, everything I've read and seen indicates SOX affects
almost *all* development shops at public companies.

In our case, we develop and maintain a very large ERP system that
maintains almost all aspects of our business (i.e., high potential of
impact to revenues).

Thus, change control processes, documentation, etc. is all of extreme
interest to our SOX auditors.
