The wifi driver may not be loading without the autostart at boot.

The camera will require some kernel module as well in order to function.
I don't have one to tinker with, but usbvideo is a starting point for
kernel modules. /lib/modules/<kernelversion>/kernel/drivers/usb/media

Once you find the module, note it in /etc/modules.conf and they will get
loaded on boot next time and then wait for an app to use them.
