Second to Geoffrey suggestion that Audacity is worth looking into.
WaveSurfer is another cross platform option that I've gotten
some mileage from:

And then there is XO Wave from ALE member Bjorn Roche...
http://www.xowave.com/
Though XO wave is a more sophisticated, project oriented multi-track
environment, it is still good tool for simpler 2 track editing and has the
advantage of directly supporting audio CD mastering from within the editing
application.
