[ale] "vacation" use

I have installed "vacation" on a RHEL3 ES server running
sendmail-8.12.11-4.RHEL3.1 and have it working properly.  However, I can
only get to work if the users have shell access.  Since the users on the
mail server do not need shell access and are not granted it when created I
am in need of finding a way to continue to use "vacation" without giving the
users this access.  Is this possible?
