This sounds like a job for GNU Parted <a  rel="nofollow" href="http://www.gnu.org/software/parted/";>http://www.gnu.org/software/parted/</a>  or one of it's GUI frontends.  It can resize FAT32 on the fly.

I agree that backing up critical files first would be a great idea --- copying the whole drive can send borderline drives over the edge.
