As a test tool?  Not sure I follow.  Do you recall the article source?

I see it as a useful alternative to Red Hat and Suse for enterprise
deployment, and that is its long term goal.  Peren's impetus was the fact
that licensing enterprise Linux solutions has now supposedly become more
costly than Microsoft solutions, and UserLinux is his effort to resolve
this problem.
