[ale] KDE key problem

I have KDE install that acts like I have the standard mapping of keys to 
swtich virtual desktops (CTRL-F1 through CTRL-F12 for the first 12 desktops).  
The problem is, that when I look in the Control Center where these are 
configured, that's not what's listed.  What's listed is what I have 
previously set by hand CTRL-SHIFT-F1 through CTRL-SHIFT-F4), and nothing 
else.  

I've asked on the kde mailing list without response, so I thought I'd check 
here.  Any ideas?
