[ale] add user by web

I want users to be able to sign up for email using a web interface. Are 
there any cgi or perl scripts out there that will do this. At the same 
time I need to be able to set disk quotas and lock the users into one 
domain. The server is running redhat 9, sendmail and openwebmail.
