yes.  i think it is because (in Debian's case) it is such a process to get a package into the "system" that you have folks that package it so we can get a "quick fix".  another reason would be a licensing issue (non-free software and the like).

in my sources list i have listings for several repositories that are not included in a typical install.  mostly they have come from suggestions by friends or from looking on www.apt-get.org/
