explained by stupidity."
In business, stupid decisions are often made on
the basis that some PHB thinks a new process will be
more efficient than the old one. Usually a lack of
analysis of cost/benefit or wearing rose-colored
glasses while doing them, is the cause.
In government, this is multiplied a thousandfold because
mistakes are never admitted. The bad ideas just keep
getting patched and the committee members who came up
with the stupid idea have moved on to other places.
