It looks like you aren't quite set up as a Gentoo rsync mirror. Here's
the command I'm using and the output I get:
kaga mnt # SYNC="rsync://ftp-mirror.internap.com/pub/gentoo/" emerge
sync

I looked at the URLs for the rsync mirrors from the Gentoo mirror list
(<a rel="nofollow" href="http://www.gentoo.org/main/en/mirrors.xml">http://www.gentoo.org/main/en/mirrors.xml</a>) and it seems like ending the
URL in "/gentoo" is common. It seems, though, that that timestamp.chk
file is being looked for and not found.
