I have no direct experience in these matters, but I've worked with a lot
of people who managed this kind of thing and they always had trouble with
too little power and too little cooling. It seems you can never have
enough! If you don't have backup cooling you should have an automated
system in place for shutting down the cluster or at least paging you if
there's a problem.
You could also try asking the same questions on the Bioclusters mailing
list if you haven't already (especially since this is, in fact, for a
"biocluster" is it not?):
