Just for hits and shiggles, did he try doing a hard reset?  With my i8200,
you press and hold the power button for about 8 seconds or so. 

Don't think it'll fix it, but stranger things have happened....

Got a friends Dell Inspiron.  When you try to boot it, you hear the fans 
kick on for a few seconds, then they shut off.  Nothing ever comes to 
the screen. The power led is on and stays on. Anyone have any ideas 
where to look first?
