Any vector graphics tool can do that stuff. The secret is the
availability of good libraries of parts. That set was probably done
using something like Adobe Illustrator.
You can do it in something as ugly (but functional) as xfig. sodopodi is
coming along. There are others as well. There is a vector graphics
plugin for the gimp, too.
