Yes, there are apt servers for SuSE.  See http://linux01.gwdg.de/apt4rpm/ 
for a discussion of apt on SuSE.

http://apt4rpm.sourceforge.net/  It the general apt for rpm page.  It works 
very nicely.

If you like GUI tools, check out synaptic and kpackage for two different 
interfaces to apt4rpm.
