[ale] hiding toolbars in Mozilla on RHL 9

Running Red Hat Linux 9, in Mozilla I see no option to hide a toolbar.  In
other words, with most installs of Mozilla there is a small button on the
far left hand side of the navigation toolbar (back, forward, reload, etc)
and the Personal toolbar that allows you to expand/collapse the toolbars
to show or hide them from view.

On RHL 9, I don't see these buttons.  Is this a feature I have to enable? 
Can  anyone running RHL 9 check their mozilla and see if they see this
problem as well?
