Look in the /etc/passwd file, and see if there is a
seventh field - default shell, for the broken user.
Should be something like /bin/bash. User can't log in
without it. You can fix this, as root, for poor user
"bob" :

usermod -s /bin/bash bob 

I know that from my own misadventures.
