[ale] nic irq on boot without modules or lilo or bios

I know how I can set the irq for a nic using either lilo or modules, 
what I'd like to do is set the irq for a pci nic at boot, without using 
modules, bios or lilo.  I don't want modules at all, lilo doesn't make 
sense with a single os box, and bios is pretty much a crap shoot. Is 
there another possibility?

I didn't have to buy my radio from a specific company to listen
to FM, why doesn't that apply to the Internet (anymore...)?
