[ale] Network Usage tracking.

Just to update everyone, it turns out that Globix, who hosts my sites and
ale.org, screwed up and thought my bandwidth allocation was 5GB, and not
the 50GB in my contract. The fact I've exceeded 4.5GB now doesn't worry
me.
