[ale] tftpd: read: Connection refused

I am seeing the error:

 tftpd: read: Connection refused

In my /var/log/messages file when I try  to tftp from a cisco router to my
linux server. I have checked the configuation in my /etc/xinetd.d/tftp file
and also have ensured that my /etc/host.allow has :ALL for in.tftpd.
Can anyone help me with this?
