[ale] Evil Delphi

I have to make a change to some old code that was written in Delphi (this should be a one time thing).  Being that I work in a government agency, I was hoping not to have to spend the cash and I am looking for a good delphi compiler, any suggestions?  The next question I have, if I compile it in linux will it work in a windows environment?  This is a very noobish question, but need to know before I start spending some serious cash.
