It depends! (on which distro you have and how you want the daemons to run.)
(wu-/pro)ftpd
you should be running either inetd or xinetd. if you are not, then install ONE of them.
check either /etc/inetd.conf or /etc/xinetd.conf or /etc/xinetd.d (RH7?). The daemon for ftp is located there. If it is commented out, uncomment it, and restart x/inetd.
make sure the exectuable pointed to in the config file really exists and has eXecute permission.
sshd
might run in x/inetd, but probably runs as a stand-alone daemon. If it is not in x/inetd, then it is probably just not running. Start it. (see the ALE archives for setting up rc.scripts)
