arp can only work inside "collision domains", which basically means anything
on one side of a bridge. This also means that you can't necessarily see
everything on your own network, if there's a bridge segmenting it into
seperate collision domains. You  don't normally see this in small networks,
but in larger ethernet networks, where collisions may begin to be a problem,
collision domains are bound to be found.
