[ale] Modifying Web Content through Proxy?

Does anyone know of a daemon that can modify all incoming and outgoing
HTTP requests? For example, on an office network I would like to modify
all HTTP requests for HTML pages so that at the top of each page I can add
something of a menubar or links that I want the users to have access too
regardless of where they roam. Is this even possible?
