Can you ping hotmail.com?
Can you ping the MX(s) for hotmail.com?
'nslookup -query=mx hotmail.com'
If yes to both of the above, try manually connecting to one or more of
the hotmail mailservers to see if it is accepting connections from you:
'telnet mc5.law13.hotmail.com 25'
(hint: type 'quit' to exit)
