[ale] Squid Issues and refresh

I believe I having problem with refreshes under squid.  Is seems that if a
blank page that redirects in the form of a refresh is not working.  Is this
a security issue?

Example

This should refresh
<HTML>
<HEAD>
<META HTTP-EQUIV="Refresh"
CONTENT="0;URL=http://www.directvinternet.com/default.asp";>
</HEAD>
<TITLE></TITLE>
</HEAD>
<BODY>

</BODY>
</HTML>
