just run
dpkg --install package.name
debian packages are nice about configuration.
usualy if you upgrading to the newer version the package is already marked
as configured
and config files would be left untouched. if there are changes in conf files
while moving
to new version Debian will ask you what to do.
usual choises are leave conf untouched, install new, manual mod.
