[ale] downloading via netscape

I run multiple desktops and have noticed a that if I'm downloading a
file via Netscape and change to a different desktop, Netscape stops
downloading.  If I return to the desktop that Netscape is on, it will
resume.

Anyone seen this behavior and know how to 'turn it off?'
