[ale] Low memory system

I have a server with 16mb ram and 300mb swap. It appears to not swap
correctly and things get hosed when it reaches around 20mb swap. How can I
best tune /proc/sys/vm/freepages to corectly swap in this environment? I
need this system to remain up.
