[ale] Telnet on 7.1

[sangell at nan.net (sangell at nan.net)]

I want to enable telnet on a 7.1 box and have it listen on a non-standard
port. I installed webmin to try to configure from there but that is not
included in the webmin for 7.1. Where and how can I do this or can someone
point me in the right direction to research this.
