[ale] monitoring bandwidth?

Just installed the Bellsouth external DSL modem.

Not getting the download times I expected, according
to the test tools at dslreports.com.  It's fast...but
not that fast ;-). 

Does anyone know of a good bandwidth monitoring tool,
either for Win98 or Linux (it's a dual boot). 
Something that I can use reliably to test?

Also, can I get some average download rates from
Bellsouth DSL users?
