[ale] QoS and/or queuing

Does anyone out there have any experience with QoS and/or queuing on
Linux? I've played around with it on my dial up box at home using the
Advanced-Routing HOWTO as a guide, but can't seem to get it do
anything. Am I wasting my time trying it with a dial up line? Are
there any good resources for this besides the advanced routing howto?
