[ale] Telnet problem

I have a relatively new server (Debian Potato).

Yesterday, I could telnet to it without problem.  Today, I get

	Debian GNU/Linux 2.2 torvalds.machturtle.com
	telnetd: /usr/lib/telnetd/login: Permission denied
	.
	Connection closed by foreign host.

This appears to happen from all remote systems.  The /etc/hosts.allow
file is correct.  The only changes I made yesterday that I'm aware of
were apache related.  The log files give no additional information.

Any ideas?
