[ale] Syslogd logging UTC, not localtime?

Hi folks,
I just noticed that the times appearing in my syslog file
are UTC rather than US Mountain, even though the machine's
time zone is set properly (I think - "date" does the right
thing, anyway). Examination of the syslogd/klogd
man pages and associated documents in /usr/doc have not
revealed anything blindingly obvious about how to fix this.
Any suggestions?
Thanks,

In any formula, constants (especially those obtained from handbooks)
are to be treated as variables.
