[ale] kppp with redhat 6.0 and kde

Hello,
I am using Redhat 6.0 and kde, when logged on as a 
user the kppp interface will not dial and gives the message set uid bit set not 
installed properly see your system administrator. This will not let any "user" 
have access to the internet. however I can use a terminal and change to "super 
user" and it will work fine. any suggestions?
