Yep, in fact I just finished squeezing Debian into only  2.8 megs. It can be
smaller,
since I put a vi clone and some games in there. It's built straight from my
full size
Debian system. Compressed, it and a kernel fits on a single floppy.

16 megs is way too easy!  ;-)
