[ale] ftp question

Okay, stupid question. I've got Mandrake 7.something running on this
other box. I'm trying to permit a user who has a login on that same
machine to ftp to that machine. This user is not in /etc/ftpusers and
is in /etc/ftphosts (user-id *) which, as I understand it, says he
should be able to ftp in from anywhere.
I've got the same set up for my id. I can ftp in, when he does, he gets
login failed. I've tried logging in as him as well, no dice.
What am I missing?? That is, besides enough sleep...
