I think there is a way to make pppd to understand
MSCHAPv2 w/RC4.

The easiest way is to reconfigure the NT RAS to allow both MS-CHAP and
plain-text authentication.
I'm not aware of any way to get pppd (2.3.10) to perform MS-encrypted
authentication.
