[ale] anon FTP not working

I am trying to ftp into a Mandrake 6.0 box and I keep getting "530 Can't
set guest privileges."  Real accounts can ftp with no problem.  I've
checked permissions on /home/ftp and everywhere underneath, I've made
sure the "ftp" account is enabled.  Where else could I look for
problems?

This wouldn't be a problem if RH6.1's network installs would let you FTP
in as a real user...
