BUT NOT BOOTED, i.e., put them in a power-down-safe state!

His problem seemed to be mysterious ON state, not OFF state - in soft-off,
the machines should be drawing only ~1-3W or maybe less.

APC's docs say no laser printer on anything less than a 1400 model, IIRC.
