[ale] Setting a system wide default for the backspace key

Is there a system-wide default setting for assigning the
key mappings of all terminal programs and all terminal
device drivers? Specifically, I wish to assign the output
of the backspace key for all terminal based applications
and drivers to be <ctrl>-h instead of <ctrl>-?.
Does the tty device driver need to be changed to set
the default for the erase character as well?
Is there a sane way to accomplish this?
For bonus points, does anyone remember when Linux
had this default and know why it got changed?
Thanks.
