[ale] Network Traffic

We are having network problems here at work and I was doing a little
research on my own.  I am using netl to watch source and destination of
packets and am finding a lot of raw packet (that never resolve to be ip
packets) with strange mac addresses like all zeros except a 5 and others. 
 Is this normal?
