[ale] ipchains and port forwarding

I want to forward all requests to public address on eth0 to
private address on eth1 on port 5631.  I want to be able to connect
up to a machine running PCAnywher that is behind the Masq firewall.
 Has anyone been able to do this.  It seems rinetd does not work.
 How can I do this with IPchains?
