[ale] Which WM for Kiosk mode

I'm trying to configure a linux box to come up in a form of
kiosk mode.  The application would be full screen with no
borders to allow closing or dragging.

I can get FVWM2 to display the application without borders 
but I can't figure out how to get an application to start
up maximized.

Does anyone have a suggestion on which WM is best for
what I'm trying and how to get it to maximize the launched
application?

I understand that I can run the application as opposed to
the WM, but if I do that then popup windows (i.e. dialogs)
don't have borders either.

Take any suggestions I can get.
