And you CAN login as root using ssh? OK, when you do
so, do you need to enter the password, or are you
using ssh in password-free mode (RSA authentication or
such)? If the latter, it is possible you just don't
know the root password anymore, even though you think
you do. Ssh can still log you in 'cause it's using
host and user keys to authenticate you.
